What is the height of the railing?

The height of the railing is 32 inches, including the distance of 4″ from the ground. 38” Inches if we add Top Rail to it.

What is the distance between balusters?

The gap from the picket to the picket post is 3.9 inches. This is within the maximum of 4″ as required by the building & safety code that prevents fall hazards

Can this be cut down to fit a smaller space?

Yes, it can be cut to size, but you may need the help of a professional or contractor.

Does this need posts?

Yes. This CR Handrail HOR kit is ONLY for the guardrail/pickets. The CR Handrail post that matches the HOR kit would be:
